This report estimates welfare incomes for the year for four types of households: a single employable person, a single person with a disability, a single-parent family with a child aged two, and a two-parent family with two children aged ten and 15. It defines welfare, and looks at eligibility, rates of assistance, basic social assistance, special assistance, family allowances, child tax credit, child-related benefits, GST credit, provincial tax credits, adequacy of benefits, welfare and average incomes, provincial and territorial benefits over time, and earnings exemptions.
