In order to finance its operations, a small Latin American revolutionary group decides to kidnap the President of the United States and demand ransom of $50 million. The kidnapping succeeds, but there's still the question of whether the U.S. government will abandon its policy of not dealing with terrorists and pay the ransom. Meanwhile, law enforcement agencies are preparing rescue plans.
