When Neil Moray is returned as MP for a seaside town, William Lomax, the editor, of the local paper is visited by a woman with an unsavoury story about Moray's campaign manager, Rodney Cope. Cope's first taste of power is as campaign manager to the new MP. But this is not enough and his struggle for more and more power leads to a violent climax.
