Summary:
The body of Forest Service supervisor Lamar Gardiner is found riddled with arrows, and suspicion falls upon a group of survivalists camping in the Wyoming mountains. Game warden Pickett is not convinced they are responsible, and when the FBI arrives in town intending to turn the survivalists' camp into another Waco or Ruby Ridge, Pickett is caught between sides. Then Jeannie Keeley, one of the survivalists and birth mother of Pickett's foster daughter April, kidnaps the girl and takes her to the survivalists' camp...
