Presents the findings and recommendations of a study that examined the reasons for differences in gasoline prices in various parts of Newfoundland & Labrador, whether regulation of gasoline prices would be in the public interest, and the options for reform. Work conducted in the study included receipt of submissions from interested parties, examination of similar studies in other jurisdictions, and a questionnaire survey of companies directly involved in the retail gasoline business in the province. Begins with a review of the Newfoundland wholesale and retail gasoline industry, including its structure, prices, and taxation. This is followed by discussion of industry trends toward rationalization and decreasing competition. The final section discusses gasoline price regulation in other jurisdictions, the monitoring of gasoline prices, barriers to entry and exit in the gasoline trade, and the role of independent retailers.
