When reviewing project proposals, fish habitat managers must decide whether a harmful alteration, disruption, or destruction (HADD) of fish habitat is likely to result. This document describes a decision framework for making this determination, and whether an authorization under Subsection 35(2) of the Fisheries Act should be issued.
