The problem of demographic change continues to complicate efforts of the Newfoundland government & school boards to consolidate & restructure education, and enrolment is declining as rapidly as the system can be consolidated. This document is the report of a panel established to examine the provincial education system, advise on ways to advance the education reform process, and address the outstanding issues of improvement & effective program delivery.
